static: add funding.json

Add a funding.json manifest as per https://floss.fund/funding-manifest/

This is necessary to apply to floss.fund and if adopted as a standard may help with reach and other grant applications.

Unfortunately not everything seemed to map super cleanly to how postmarketOS works. Possible we may want to be more or less granular with regards to the projects and funding plans.
