images: write an index.html for every image folder

Administrator requested to merge bpo-image-dir-styling into master

Instead of writing an header.html and readme.html to let nginx generate directory listings just generate the directory listings directly as index.html so they can contain more metadata.

This also solves the hardcoded filename length issue nginx has in the directory listing
