sxmo_modemsendsms.sh depends on file but file is not installed

Script sxmo_modemsendsms.sh uses file to determine attachment type, but file is not installed by default.

To reproduce, send text with attachment, mmsctl emits:

error: mmsctl: option requires an argument: c

To fix: install file
