PinePhone Pro USB networking does not come up

Describe your issue

USB networking is not enabled on boot. I traced it to this part in the initfs: https://gitlab.postmarketos.org/postmarketos/pmaports/-/blob/master/main/postmarketos-mkinitfs/init_functions.sh#L499

I enabled debug-shell but that doesn't work since the gadget is not up. I also tried interfacing with it using the serial UART cable, but I never get a prompt so I cannot look inside the initramfs at all...
