Noto Sans is missing some font weights in Plasma Mobile

Describe your issue

The Noto Sans font that is installed when installing Plasma Mobile seems to be missing font weights such as "Light". This is used by some components in the shell as well as applications.

What's the expected behaviour?

The font weights be installed on the system. This was the case up until a few months ago (I am not sure exactly when).

What's the current behaviour?

The font weights are not installed on the system. The keyboard, as well as some applications (such as KClock) are instead using regular font weight on pmOS rather than Light.

How to reproduce your issue?

Install pmOS with Plasma Mobile on any device.

Compare the lockscreen font weight of the clock (supposed to be light weight) with what it should be.
