panel orientation quirks in userspace

We have some devices with panel using orientation quirks, for example google-katsu. I'm opening this issue to track support for this in userspace application

Installing gnome-shell-extension-screen-autorotate fixes most quirks after login for Google Katsu in Gnome. But touch stylus inputs stay wrong by 90°. See: https://github.com/shyzus/gnome-shell-extension-screen-autorotate/issues/7 #2622 (closed)
