Emergency calls work without any SIM card.

Modem is disabled without a SIM card, which makes emergency calls unavailable

How to reproduce your issue?

Remove the SIM card, boot and call the emergency number.

What device are you using?

samsung-e7

On what postmarketOS version did you encounter the issue?

• edge (master branch)

• v23.12

• v23.06

• I confirm that the issue still is present after running sudo apk upgrade -a

On what environment did you encounter the issue?

• GNOME Shell on Mobile

How did you get postmarketOS image?

• from https://images.postmarketos.org
• I built it using pmbootstrap
• It was preinstalled on my device

This is a ModemManager limitation. Though there's an MR that moves a bit forward in that direction: https://gitlab.freedesktop.org/mobile-broadband/ModemManager/-/merge_requests/1080 But probably to get it rightly fixed needs more work.
