v23.12 Service Pack 1

The usual service pack discussion issue, suggestions welcome.

Roughly planned list of stuff to backport, may change:

• enable zram-init by default if there's no problems with it (!4598 (merged))
• device-generic-x86_64 (!4554 (merged))
• logbookd
• iwd
• new default wallpaper (see https://gitlab.com/postmarketOS/artwork/-/merge_requests/25)
