Provide GNU Make 3.8x for old kernels

When porting old downstream kernels, it happens to see strange errors probably due to GNU Make behavior changes. While !5516 (merged) fixes a common case, there are possible errors specific to each downstream kernel. It would be great if pmOS provides a handy way to avoid such errors by using old GNU Make (3.81 would be a candidate, as it is used for a long time because of CentOS 6 and such).

On what postmarketOS version did you encounter the issue?

• edge (master branch)

• v24.06

• I confirm that the issue still is present after running sudo apk upgrade -a
