Enable CONFIG_USER_NS (e.g. for bubblewrap/flatpak)

TODO:

fix up pmbootstrap!1943 (merged) to properly report the kernels that need adjustments in pmbootstrap kconfig check
enable the option in all reported kernels (~17)
- bump the pkgrel in all changed kernels
- ensure that all kernels build
create a merge request for the kernel changes in pmaports
wait until the pmaports MR is merged
get pmbootstrap!1943 (merged) merged
