Starting squeekboard and postmarketos-welcome takes "a few minutes"

What's the expected behaviour?

• squeekboard starts up instantly after opening the terminal or other apps that need a keyboard
• postmarketos-welcome starts up right on boot (on the first boot of a new image only, after that it will remove itself from autostart)

What's the current behaviour?

• both take several minutes to show up after boot

How to reproduce your issue?

• flash latest image from bpo
• boot it up
• start terminal, witness how the keyboard does not appear

What device are you using?

pine64-pinephone

On what postmarketOS version did you encounter the issue?

• edge (master branch)

On what environment did you encounter the issue?

How did you get postmarketOS image?

What's the build date of the image?

• 20210203-2124

Additional information

• This bug has appeared over the last couple of days, I don't see it on my other pinephone which I didn't upgrade for about a week to test another bug.

• So I expect it is not happening with the previous image (20210127-2313)

• If we don't have any better idea, we could compare the logs of both images (from sourcehut builds) and see which packages changed during that time, in pmOS and Alpine.

• I suspect that Phosh is waiting for modem... at least modem related log messages (from eg25-manager?) appear after the terminal was opened and squeekboard should have been opened.

• I tested it with a phone where no SIM was inserted.
