Librem 5: Bluetooth not functional

What's the expected behaviour?

Turn on bluetooth in settings, be able to use bluetooth for file transfers.

What's the current behaviour?

Turn on bluetooth in settings, bluetooth panel is shown as "off". Other devices cannot connect for file transfer.

I think I can see the librem 5 via bluetooth on other devices, but can't be sure because the device name is a random string.

How to reproduce your issue?

1. enable bluetooth killswitch
2. go to settings
3. enable bluetooth
4. see screenshot below
