Add the postmarketOS keys to the package manager

Administrator requested to merge feature/postmarketos-keys into master

To make it more consistent with alpine, have a postmarketos-keys package and have postmarketos-base depend on it.

This allows eventual key updates and allows you to install the keys with the package manager when sideloading the postmarketOS repository to an alpine install.
