device/testing/pine64-pinephonepro: fix UART baud rate

Fix the console baud rate to match tow-boot which is 115200. This also enables earlycon to debug early boot failures.

This fix also allow more serial adapters to work with the PinePhone Pro, 1.5mbps is weird (damn it Rockchip!) and not all serial adapters seems to support them.
