device/{community,main}/*: migrate to pmb:kconfigcheck-community

Use the new community kconfig check option added in postmarketOS/pmbootstrap!2204 and require for all community/main devices as intended.

WIP: Needs pmbootstrap MR merged. Then commits cleaned up somewhat (probably squashing the first 3 together) and bumping pkgrels.
