linux-postmarketos-qcom-msm8226: Upgrade and add options to support samsung-milletwifi

With these changes samsung-milletwifi can use the mainline kernel instead of a downstream one.

Maybe I should test this on matisselte first. Changes look fine though.

pmaports changes look good, on kernel source side only stable was merged in and milletwifi dts was added so I don't imagine anything should break :)
