Bring binutils aportgen back up to date

The makedepends variable and build() function of the cross binutils APKBUILD doesn't fully match the one in Alpine anymore.

For makedepends there is now texinfo missing, which causes build failures like in http://azusa.runners.sr.ht/logs/176652/pmbootstrap_build/log

The build() function has some extra command line parameters upstream (e.g. --with-pic). Unfortunately the current source code in pmbootstrap doesn't make it clear which options were changed on purpose :\

We should bring it up to date again and document which (and why) changes are made.
