pmbootstrap doesn't build plasma-workspace before kde-cli-tools (thinks plasma-wayland-protocols is a subpackage of plasma)

With pmaports!1881, we are seeing the following bug:

pmbootstrap build --strict --force postmarketos-ui-plasma-mobile
builds everything up to kde-cli-tools successfully
kde-cli-tools build fails, because it needs a newer version of plasma-workspace.
pmbootstrap should have built the newer plasma-workspace before, but it didn't. It uses alpine's package instead, with the older version.
