Add a kconfig check for WireGuard

We've had a few issues in pmaports regarding WireGuard not working properly on devices. I suggset a WireGuard kconfig check should be added to ensure that WireGuard works consistently across devices. Unfortunately, I'm not sure which options would be necessary.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
