kernel config fragments: remove kconfig check community

We want to use config fragments in all main/community kernels, so this check will not be needed anymore

For kernels in testing that use this check to "signal" that they are ready for community, they should just implement fragment support (when that lands in pmaports/master) to signal that same thing.
