pmbootstrap: strict package building mode

Currently, pmbootstrap never uninstalls makedepends (so building is much faster). A strict mode would be useful, where it uninstalls everything but the very build essentials, before building a package. That would have helped in the plasma mobile port to get the makedepends right.
