pmbootstrap should preserve host proxy config in chroots

pmbootstrap should copy over proxy info on the host (e.g. env vars like http_proxy) to the chroots if these variables are configured on the host system.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
