Draft: Enforce mkbootimg-osm0sis only if `deviceinfo_bootimg_qcdt=true`, otherwise, fallback to `mkbootimg` included in `android-tools`

Marked as draft as I am not sure if this will introduce any breaking changes, as this changes the default mkbootimg command if deviceinfo_bootimg_qcdt is not set to true. Only mark as ready after testing on a variety of devices.
