We intend to support booting with U-Boot and EFI on the SDM845 and other Qualcomm devices. But we want to maintain backwards compatibility with existing installations.

Support flashing the boot image with the fastboot-bootpart flash method iff there is no EFI runtime (since that implies the Android bootloader is being used).
