bpo.config.const.images: disable v21.06 on arrow-db410c

Administrator requested to merge v21.12 into master

21.06 does not have a 'console' UI, and the other UIs don't make sense for this SBC. I doubt anyone was actually using this device with the images bpo was building previously (plamo, phosh, sxmo)
