bpo.config.const: add riscv64 architecture

@MartijnBraam I don't know much about bpo but from what I can tell this is the only place where we need to enable riscv64?

Also not sure if we can make it ignore_errors for only this architecture, but anyways it shouldn't be too bad because I built most stuff by now locally (and enabled the dependent packages in Alpine)
