Initial import

Administrator requested to merge feature/initial-import into master

This imports the script following the initial review in https://gitlab.com/postmarketOS/pmaports/-/merge_requests/1935.

I also included a separate commit to mention the .ci/shellcheck.sh in the README because that might spare people the CI round trip.
