This adds monitoring of power level changes, kicks and bans.

Format for kicks:

<pmosbot> User @trusted:matrix.org kicked user @spammer:matrix.org on !roomid:matrix.org
<pmosbot> User @trusted:matrix.org kicked user @spammer:matrix.org on !roomid:matrix.org for reason 'spam'

Bans:

<pmosbot> User @trusted:matrix.org banned user @spammer:matrix.org on !roomid:matrix.org
<pmosbot> User @trusted:matrix.org banned user @spammer:matrix.org on !roomid:matrix.org for reason 'spam'

and power level changes:
