Fix bottom navigation bar and tab menu in FF 113

Administrator requested to merge ff-113-fixes into master

This moves the navigation bar back to the bottom, and fixes the height and max width of the tab menu, in Firefox 113. See the individual commit messages for details. I have tested the changes in Firefox 113 and Firefox 102 ESR.
