Implement Slackware specific information for rc.ntpd

This updates the necessary code in timedated.c to use the ntpd via /etc/rc.d/rc.ntpd script in Slackware. The updated code looks for rc.ntpd to see if it is available and checks the file permission's to see if it is either executable or not.
