Fixes for localed in alpine/pmOS

A couple of paths are hardcoded to places different to what we want[1]. Additionally, the update-env binary is a Gentoo-only thing, that we don't have and was preventing the daemon from updating the locale and working correctly. It works fine now, which makes https://gitlab.com/postmarketOS/tinydm/-/merge_requests/14 unnecessary.
