systemd: upgrade to 256 and add me as co-maintainer (MR 5093) 

The patches were put into the gitlab.com/postmarketos/systemd repo
and updated for stable-v256.

This also enables man pages, systemd-localed and localization support
via the compile flags.

[ci:skip-build] already built successfully in CI
