Gpsd device-hook cant enable GPS

What's the expected behaviour?
Having gpsd running, starting a gps client, gpsd should trigger /etc/gpsd/device-hook to enable the GPS
What's the current behaviour?
The cgps and other gps client are freezed up as the device is never enabled
Here some gpsd logs in verbose mode
gpsd:INFO: running /etc/gpsd/device-hook /dev/EG25.NMEA ACTIVATE
fopen(/dev/EG25.AT) failed: Resource busy
gpsd:INFO: /etc/gpsd/device-hook returned 1

Pinephone + sxmo updated
Having gpsd and gpsd_pinephone service running
Run cgps
