pipewire-pulse socket activation not enabled by default

after !5377 (merged), it seems that running systemctl preset --global pipewire-pulse.socket (by the macro thing) doesn't actually enable socket activation for this, so pw-pulse is not starting OOTB. When I ran that manually, I saw somethign about how /etc/systemd/user/socket-activation.wants/pipewire-pulse.socket does not exist, which is odd because the socket file is installed to /usr/lib/systemd.
