Add accent configuration for Plasma UIs

Follow-up from !5606 (merged) to add a KDE accent subpackage, like GNOME.

The idea is to add:

[General]
accentColorFromWallpaper=true

to a kdeglobals file in /usr, and add the new directory to XDG_CONFIG_DIRS

AFAIK, i couldn't figure out where to set the variable in pmaports. sddm's configuration doesn't take envionment variables. Files like /etc/environment are only available under /etc.

sddm's SessionCommand starts /usr/share/sddm/scripts/wayland-session, where it then reads /etc/profile and ~/.profile, but nothing from /usr.. (maybe thats something we could patch upstream?)
