kde/plasma-dialer: new aport

The Plasma Mobile dialer has been split into it's own package, so let's package it.

For some reason I can't launch applications on Plasma Mobile in Qemu normally, but they work fine if launched via CLI. I'd like someone to test this new application without running it from CLI too
