postmarketos-base: disable swclock for all devices, enable it for nokia-n900 and samsung-i9070

This change should solve the issue with RTC on Pinephone described in #398 (closed)

I've disabled the swclock service for all the phones in postmarketos-base and enabled it in post-install scripts for nokia-n900 and samsung-i9070.

Note: Marking this WIP until I finish testing it on pinephone and n900

Tested on:

  • Pinephone: clock remains correct after reboot with WiFi disabled
  • Nokia N900: swclock service is running but time appears to be always 20:06 after reboot
