Add pmbootstrap as package

Administrator requested to merge feature/pmbootstrap into master

postmarketOS inception? Now we have the aports split from pmbootstrap, why not have it installable as a proper package? 😄

Note, tests are disabled due to the build system not liking the fact that directories are created for the chroots. We should see if we can fix this somehow.

Also, it's probably good to get https://gitlab.com/postmarketOS/pmbootstrap/commit/1f8832c4ccd66d0991525f94d09263468d2ed7a2 in a 0.9.0 release as quickly as possible, as this package is basically useless without that commit.

Once the tests work, and there is a 0.9.0 release, I'll look into upstreaming this to Alpine.
