Move Purism Librem5 to 'community'

Administrator requested to merge l5_community into master

This MR includes the device package and Purism kernel required by the librem 5 phone.

This meets the requirements outlined here for 'community' categorization.

Note: this does not move the device-purism-librem5dev package.. that stays in 'testing'. I may delete that one at some point, but it's still useful to have around since debugging kernel/boot issues is so much easier on the devkit.
