htc-m8: Add proprietary Wifi firmware files

Administrator requested to merge htc-m8-wifi into master

Add the relevant firmware files to enable wifi on the HTC One M8. Pulled WCNSS firmware from LineageOS. Can see and connect to wifi and get internet access.
