[v20.05] /etc/os-release in postmarketos-base

Administrator requested to merge os-release-v20.05 into v20.05

Ship the /etc/os-release file from the postmarketos-base package instead of having it generated by pmbootstrap, also include the distribution logo that's referenced in the os-release file.
