kde/*: add qmlplugindump workaround

Administrator requested to merge qmlplugindump-workaround into master

Apply workaround for pmbootstrap#1970 (closed) to all kde packages, as we see plasma-settings failing on bpo for armv7 with the same error. Previously, the fix was only applied for kclock.
