main/brcm-patchram-plus: new aport

This program downloads patchram files in the HCD format to Broadcom Bluetooth based silicon and combo chips and other utility functions.

It is very useful for downstream kernels (prior to 4.x, I think), because in upstream the process is "in-kernel" supported (firmware loading, gpio switching, power mode, etc.).
