main/postmarketos-ondev: upgrade to 0.4.1

The only change is that this bug was fixed: https://gitlab.com/postmarketOS/postmarketos-ondev/-/issues/37

I verified that the fix works as intended on the PinePhone, by flashing the latest image from bpo to eMMC, logging in via serial, adjusting ondev-boot.sh as in the fix and rebooting. The dialog did not show up anymore, and installing to eMMC worked as expected.
