temp/qt5-*: pkgrel bump to fix ICU soname issue

Alpine Linux has updated their main/icu to 63.1, which means we have to rebuild some of our packages too. I only know about the Qt5 packages, but there might be more that need a rebuild.

Checked with pmbootstrap pkgrel_bump --auto, that libphonenumber also needs a bump.

Are you sure that qt5-qtdeclarative also needs a bump? It does not seem to depend on libicu. But I'm merging this anyway, to make sure the breakage is gone.
