[21.03] main/pure-maps: depend on osmscout-server

Administrator requested to merge 21.03-osmscout-server into v21.03

osmscout-server allows offline navigation when used with Pure-Maps. For now osmscout-server has to be launched manually with "osmscout-server --console", but dbus activation is planned and I'll update the pure-maps package in 21.03 once that is available.
