temp/ofono: add patch to update modem data format if necessary

This is necessary for mobile data to work with oFono on MSM8916/MSM8974-based devices after some changes in the network driver (bam-dmux) to operate in Raw-IP mode instead of Ethernet mode.
This was already tested as part of !1966.

Note: This MR targets the mm-upgrade branch since it works only with the kernel upgrades for linux-postmarketos-qcom-msm8916/msm8974 that should also go into mm-upgrade before merging it to master.
