Administrator requested to merge 20.05-main_postmarketos-upgrade-gtk3 into v20.05

This application will show up on a reboot and will notify the user v21.03 has been released. It has a link to the wiki with instructions on how to backup their data and upgrade the phone, and then restore the data.
