modem/msm-modem: Add UIM selection script

Some devices need UIM application (sim slot) to be selected on boot. Add a common script to do so on boot until we have proper UI for this.

Also enable it for msm8916 (cc @Minecrell)
This script should replace big part of !2144 (closed) (cc: @calebccff)
