main/linux-postmarketos-allwinner: enable USB_MON

Administrator requested to merge allwinner-usbmon into master

In order to have a reliably working modem, let's make it easier to debug it by enabling this by default.

I've verified that it works and used it create captures of the eg25 in the pinephone.
